So Cal Hydrangeas growth is stunt

Hi,
I live about 3 miles from the beach in Southern California and last Spring I planted some new harlequin hydrangeas, one was planted in a pot and one was planted in the ground. The one I have in a pot is placed near the one I have in the ground. But the one in the pot is lush and grew and the one in the pot is hardly growing, I don't even think it even gained 1 in all summer long while the potted one is outgrowing the pot. When I planted, I dug a good size hole, twice as big as the root ball and put in some really good planting soil. Does anyone know what the problem might be? There is no sign of pest, the couple of leaves that the plant has is green and looks healthy. There is full sun and ample water. The plant has a good layer of mulch. Please help.
