cheap raised bed soil

New to the forum so hello. I am trying to find a cheap garden soil to put in my raised beds. I need 10 cubic yards. found a few options one is a compost from a commercial landscape company its free but with some reading i am scared about herbicides/chemicals that are probably there considering how treated lawns are. Another is a chicken/steer manure that is only 10$ a yard that i was thinking i could blend with top soil that's 20$ a yard. The last is go to the local compost factory and pay 33$ a cubic yard for a garden soil that's 10% manure 10% topsoil and 80% mulch which would be 360$ delivered(crazy since i live in the wood chip capitol of the world). so you see my problem i don't want to pay 360 to fill beds that only cost 220$ to make. I am leaning towards the chicken/steer manure topsoil option. The owner of the manure says its been sitting for three years and is mixed with hay and wood chips. Any advice would be great.
