Powdery scale on thorny bush - Help ID/cure please..

Hi,

Hope this is the right forum for my question...

We have a thorny bush in our back yard, and it looks like it developed a white powdery scale on top of its leaves, esp. on its new leaves (oler leaves seem to lose it or have considerably less surface covered - although the older leaves without powder on the top surface do have brown/black dots on the underside).

Interestingly, even the brand new baby leaves appear to be "born" with a scaly top surface, which eventually transformed into the white powdery residu when the leaf grows.

I'm not sure if this is natural for this shrub/bush or if it's an infestation of some scaly parasite...

Here's a photo of some of the leaves for your reference.

I'd very much appreciate any help in identifying the plant itself, the parasite (if it is a parasite), as well as, of course, any solutions you may think useful in this case.
