I was wondering if I could plant a rose bush from seeds ( I think I have some from my neighbour's bush)? If I cannot plant a rose bush using seeds, than how can I get a rose bush without buying one?

You can, but if it is a hybrid tea the resulting plant is unlikely to be satisfactory. Certainly not the same form or habit as that from which the seed came. Species roses are fine from seed but a very lengthy process.
I would go for cuttings, but again, if a hybrid tea it will not perform the same as the parent rose. To achieve a near identical plant you need to bud graft onto a root stock.

Species roses and those grown on their own roots are fine for propagating from cuttings, but as mentioned, those budded onto a rootstock will not produce the same growth and habit as the parent.
I would recommend taking hardwood cuttings in the autumn. Make at about 20cm in length cutting at an angle away from a bud at the top of the cutting and straight across just below a node at the base. Strip away the lower leaves and place about 10cm apart and two thirds in depth in a slit trench with a little coarse sand or fine grit at the base. Use hormone rooting powder if preferred. Insert in a sheltered part of the garden and If winter weather is usually severe mulch around and cover with straw or leaf-mould while it lasts - alternatively insert into a cold frame.

Softwood cuttings may be taken in early to mid spring and rooted in a propagating case at a temperature of around 24C. with bottom heat.

Also, summer cutting can be taken. Choose soft new shoots taken nodally or internodally. Provide a clear plastic cover lightly shaded, as maintaining humidity is essential.

Also, short young shoots taken with a heel of parent wood, trimmed and inserted into a propagator or under a lightly shaded plastic cover in early summer.

Pinching off the buds seems to matter more for those of us in cold zones, since we need more than anything to have a strong root system established before winter. Second to that is a strong cane or two, and blooms are not necessary in the first year except to establish that you have the right rose. People in warmer zones don't necessarily have to pinch off buds since they have a much longer growing season and a less harsh winter, unless they want to pinch buds to build strength to survive the hot periods. In zone 6, it will help your roses build strong roots if you pinch off the buds, but for stronger cultivars well suited to your zone it may not matter as much. Basically my philosophy has become to pinch off buds of anything that looks weak or is less than knee high with several branches, even if it's a year or two old. I can stand to do that because I have a lot of roses. Once the rose wants to bloom faster than I can pinch off the blooms (like Southern Peach or most of the Easy Elegance roses this year), I don't bother pinching and figure it's already strong enough. Indeed, an eastern exposure could damage flowers but, the recommendation does not apply everywhere. It really depends on what type of winter climate one has. In z6, eastern exposure is very helpful and recommended. And probably in some or all z7s. I am in Z8 technically but only a few miles away of where z7b starts. In my mild winters here in Tx and also in north Atlanta, Ga.'s 7b, an eastern planting location was not a problem for the sasanqua and japonica blooms. Japonica and reticulata blooms do/did well in an eastern location but they do need to be watered deeply before big temperature drops to prevent bud drop. Sasanqua camellia blooms, which typically open in the Fall, are/were not usually affected by early frosts; they too are/were deeply watered when we have/had early frosts associated with large temperature drops. But again, like you said, in cold areas, the blooms need to be protected from winter sun and wind. Hmm, just thinking out load now. I wonder what would one of those very late blooming japonicas do if it was blooming in April and then got a late frost? Blooms not affected much if it is not severe enough? Oh, well, I digress so never mind. ;o)) Ha!

I bought my mother - in - law an own root rose called Dee-lish a few years ago. I thought it would be an annual for her. I did plant it.... she is NH and has granite too... I could not dig down very far.... but planted it.... in the fall she covers it with pine needles.... I am surprised it hasn't died.... but as of last year it is still going..... I do not know what long term this rose will do.... I do know when I drive around in her area I see lots of roses and most are not in raised beds..... I do not know if they are directly over granite or not!

Aaron, I believe the Native American wisteria is considered non-invasive. Unfortunately I would consider it non fragrant which is the entire reason I would grow it. I had the invasive one which transplanted itself from my neighbors magnificent species. My yard is already enough work without that headache and I was able to eradicate it. But then the new neighbors took out the one across the street and now I'm left with no wysteria! I might suggest you see if any local Gardens have the native non-invasive form and see how you like it when it is in bloom.
