Radical efforts to save my garden

I'm thinking of cutting back hard all my perennials which have finished flowering, in an effort to save water - I can't bear to see them all wilting. We are metered, and luckily not in a hose-pipe ban, so I want to do my best to be conservative in use. I am concerned though, that things like day-lillies may need the leaves left on in the same way as daffodils. I have already cut back my hardy geraniums, as I always do, but am a bit nervous about other plants. Any tips - or are they all cut off? :-)
