Killing roots of what I think are reeds?

In my "garden" along the borders, grows something which I assume is reed-like - it's almost like hay. It's a grassy plant, which goes very dry and brittle and breaks easily. I'm trying to eradicate it so that I can finally start to do something with my garden. I've managed to pull the majority of it out, but there appears to be a really intricate root system for this stuff. No matter how much I use a hand fork, I cannot seem to get to the bottom of this stuff, so is there anything I can do or put down that will kill these roots off?

It's going to be a good few weeks until I plant anything. There have never been plants in the border - just moss, grass and rocks.
