Aha! It's 20" tall, and expands to 197". At full expansion it would be much shorter, so you're probably better off not burying it. Though that depends how short a fence you want. If you don't like the aluminum fasteners that come with it, you could use almost any sort of stake; for something inexpensive and non-rotting, maybe some of those plastic garden stakes, cut to the height you need; attach the fence with wire. As to how to cut the fence to size, normal garden pruners should work fine. If you decide you prefer to put the bottom of the fence in the ground, just dig a narrow trench, insert the fence, then fill in around it.

I think your Iceburg roses is a doable idea and would look quite nice. You have barely enough room , but just enough in regards to the width. ( in the photo below the planter is about 20 inches wide ) I live in Northern California and find that I need to routinely apply a systemic fungicide once every 4 weeks [April thru Sept] to battle black spot. I use Bayer 3 in 1 fertilizer/ pesticide/ fungicide ( comes in a granular form in a blue bottle ) This keeps the roses almost black spot free and blooming until Christmas day. From California Gardening I have never had any luck with training a bougainvillea to cascade downward. Their woody stems want to grow upward . In my experience I would say that you will have a challenge in maintaining a cascading / prostrate bougainvillea. I do ADORE bougainvilleas though !! I find them relatively low maintenance in comparison to other vines, especially roses. They require little to no water once established and bloom their hearts out from May to the first few hard frosts . They are thorny, but I only need to prune mine once a year - after the winter season to cull out any dead wood, and then sporadically during the growing season to keep a wayward branch in bounds.

My neighbor who lives across the street of me planted white standard iceberg roses with a hedge of french lavenders in the front yard. It matches perfectly with the white picket fences. They use blue stone /bricks to hedge the garden bed. It creates this really nice comforty, cottage feeling. My neighbor sticks to the white, green, blue, and silver color scheme. Almost a white garden....They grew this climbing SOLANUM JASMINOIDES - that produces floriferous white flowers throughout the season, along the front porch. Points to consider: What color is this retaining wall? and would you intend to plant other flowers beside these roses and lavenders? I'm pretty sure that bright red and yellow colours would destroy this cottage feeling if blended together with those lavenders and white roses. I've always see my neighbor pruning their roses and lavenders deeply...so if you're after a low maintenence planting scheme - I don't think it's a right choice. The roses would loose their leaves in winter etc. In my honest opinion - that kind of planting look nice in the front yard along the white picket fence - prove me wrong. Have you consider a row of camilleas? Or maybe a hedge of dawf size apple trees....or maybe a hedge of star jasmine?
