We don't know your zone so can't really tell you if it will come back. Up here in zone 7A northern VA, these can even come back some years, so I would expect in Georgia (but what zone?) it might. New growth would come from below ground level, as I said in a previous post. If stalks are green then they might also shoot out, but if they feel dry and crispy, then no. You could cut it back from the top inch-by-inch to see if there's any life in the stalk. If it were me, I'd just cut it to the ground ... or remove it entirely and plant something reliably hardy and evergreen.

I can look up the botanical name if you need it. It is my favorite variety. The plant is tall but I consider it to be the perfect height because it's not too tall. mammie --- In the picture the blue bamboo looks variegated. It's not. It has a blue coating on the canes that reflect the light differently. Luckily, only the leaves got damaged last winter. It has fully recovered and it's looking great. I sometimes propagate a few E. regnans and may have some next spring or summer. The tree pictured froze dead in December 2009 after reaching almost 70' tall so I can't really recommend it for most normal Northwest gardeners who don't like giant dead trees. I might have a couple pots of variegated Algerian ivy kicking around; I'll have to check. This plant and Podocarpus salignus did not sustain any damage last winter, so that is nice. I'm generally an optimist when it comes to palms recuperating. Only because I've seen it before almost chucking SOOO of them into the compost heap. So, I'll go out or order up another only to have junior and a much larger resurrected mama.--Thus the palm population explosion around me. Currently nursing a tropical Sabal species (not among the hardy ones that are normally grown and discussed on this forum). I thought it was dead as the center leaf pulled. It's reduced to one leaf but I was looking at it today and the leaf looks good and I bet it too will recuperate. But then again, I just got some smallish blue Mediterranean fans. I planted them up a few days again and they're dead already.--Came bare rooted! I once lost a Phoenix canariensis perhaps due to overwatering (it had been a very wet summer), so I planted some canariensis seed--now I have 6-7 large canariesis palms. I try now to take the occasional losses in stride.
