Catepillars on my Callistemons

I planted tom thumb callistemons in february this year and they are now infested with catepillars. The catepillars are a grey colour and spin a web in which they hide when not feeding. I have manually tried to remove them but I never seem to be able to get them all. Lately I have been spraying with pyrethrum spray but that doesn't seem to be working either. They are decimating my little callistemons. What are these damn catepillars and how do I get rid of them permanently?
