Flannel flower - wierd webbing on stems

Hi

I have some flannel flowers in my garden. Most are quite normal, but one plant has two pairs of webbed stems. Instead of a signle stem, with a single flower on top, each of these two pairs has two stems between which is a thin film of membrane. The membrane looks just like normal, furry, flannel flower stem surface. On one pair the stems are approx 4cm apart, on the other the stems are approx 8cm apart. The wider membrane is thickly covered in small leaves, while at the top of the paired stems, there are a number of flowers trying to grow, rather messily. Is this normal??
