It looks more like something is chewing on the surface along the vein. It must be something small. The black specks could be frass. Check your plants at different times of day and night to see if you can find the culprit. If the plants are doing alright except for this, it may be something you can ignore.

Thanks for the ideas. I would be slightly surprised if it is hardening off issues; they'd been outside for a few weeks in gallon container before moving up to the larger container. They did experience a small hail storm (fairly unusual for this area), and at the time, leaves were clearly damaged by that. The hail damaged leaves have fallen off already though. Moreover, damage has appeared on new growth. I'll keep an eye on water. I've still only watered the one time, plus the bit of rain. The watering I did was when I transplanted them in the first place��"I should have made that clearer in my first post. I gave them each a Dr. Earth 5-7-3 fertilizer (http://www.groworganic.com/dr-earth-tom-veg-herb-573-12-lb.html) when I transplanted to the larger pots. I have not given any fertilizer since.

Look to be hollyhocks, Alcea spp. Hollyhocks are extremely prone to a fungal disease known as 'rust' - the warts are just the rust pustules. It typically affects the lower foliage first so many gardeners plant hollyhocks where their bases will be shielded by other plants (so you don't see the disfigurement) and just enjoy the flowers. Others will just remove the lower foliage as soon as it becomes infected. Hollyhocks are tall skinny plants and can become a bit top heavy if in full bloom. Staking could help. There are some varieties of hollyhock that are supposed to be rust resistant - Russian hollyhocks (Alcea rugosa) and figleaf hollyhock (Alcea ficifolia), as well as a few newer seed mixes.
