That sounds very much like winter cold damage. I removed a Hunza (on Citation rootstock) this year due to almost those same symptoms. Is there any growth lower down on the main trunk? That is what mine was doing. It might be a goner. Pale green leaves, no new growth, small leaves, leaf drop.... Mine did put out a bunch of new growth down low on the trunk which i really didn't feel like bothering with, so i chopped the tree down.

if there is no drainage.. they should have planted high .. i suspect too much water ... if there is little drainage.. in a clay based soil .. throwing some rocks in the bottom of a clay cauldron is not a solution ... water trees.. when they need water.. not on a timer 'system' .. plus deep waterings in addition ... most trees need to nearly dry in between waterings .... though apparently your rain forest plants dont mind.. a tree might ... i do not favor fertilizing an already stressed tree .... you wouldnt give a sick child some steroids to bulk up .... while his feet are rotting in a swamp .... hows that for mixing metaphors .... lol only a soil test will tell you.. what if anything is missing from the soil .... all that said.. it is CA.. and i wouldnt be surprised at all if one with CA background thinks otherwise ... good luck ken

Certain hairstreaks have bright green undersides, but seeing this from a moving vehicle would be tricky. Ringlets are small and very plain, can range from pale yellowish to brownish-orange.

Gianty I have never had an issue with taking soil samples and finding out what is deficient in the soil. I also don't have a problem using something like epsom salts in the interim until the report comes back since doing so will not harm the plant and you might just cure the problem before the soil test results come back in. You might also save the plant from croaking on you until the soil tests come back. Jeanne, I have been into and out of brugs for quite a few years here. I started out having them planted in the ground and found that for the most part they came back the following year but that they were so much slower getting started that I decided to get rid of all of them in the ground and just grow one or two in pots. Each fall I would drag the pots back into the garage and overwinter the two there but that just got too troublesome. One winter after having overwintered them in the ground, I decided the heck with them and tossed them. Later last summer, I went back out and purchased one Dr. Seuss and put him in the ground and he is back up. Once again, I think growing them in pots gets them going faster since the soil in the pots warms up much quicker than the ground, but I have enough stuff in pots to water. Here is a picture of one of mine in the garage in the middle of the winter. I would typically hack them back severely but they always started growing again and it was not unusual to have blooms in the winter if the weather was not too severe.
