HI lea, sadly there are not many trees that only grow to 3mts, let alone quick growing and deciduous are you after a Native or a Ornamental? perhaps a tall shrub would suit better have you thought about Hibiscus they grow reasonably fast and lose their leaves in the cooler months in less than three years mine have grown past that size but you have to keep them pruned to get that bushy look.

What about a Fowering Peach, Plum, Cheery or a Manchurian Pear, Crabapple, or one of the smaller Magnolia trees. Have a look around your area and see what is growing or get on to the local council they may be able to help or the Garden Centres in your area.

What about a Crepe Myrtle ( Lagerstroemia ) they are a tree looking shrub and proberly grow to the height you want I dont know if they grow quickly though, Hope this help a bit ....MM

Crepe Myrtle (Lagerstroemia), left to its own devices, can be a lovely, graceful small tree. The bark is especially beautiful. It comes in white and shades of red to pink.

There are a number of new varieties which have been released over the past few years. However, you need to check the height of any variety you might be interested in - some have been bred to remain small shrubs and will not attain the height you need.

I just re-read my posting. Silly me - the crepe myrtle's bark doesn't come in white and pink to red shades. The flowers do.
