No. Only the same species can be crossed succesfully. There are no fragrant perennials, but there are some that are more fragrant than others in the odoratus family. For the most fragrant, the smaller heirloom types are the ones to choose. However, they don't have the size of bloom or the frilliness in flower as the hybridised English ones. The names of the most fragrant in the heirloom type are Cupani, Matucana, Lady Grisel Hamilton, etc. and any that are closer to the original wildflower. The more modern Spencers have Royal Wedding, White Supreme, Lilac Ripple, Ethel Grace, Angela Ann, to name a few. Generally speaking, the darker the blossom in the more modern flowers, the lighter the scent.

I live in northern Ontario and I didn't know anything about self seeding. My neighbour has had 1 vine for at least 6 years and it has never self seeded. Before I bought the seed I tried growing seeds from her plant for a couple of years and none germinated. The seed was gathered when the pods turned brown both years so if it was viable it should have germinated. What it gives up in scent it gives back in flower size and my allergies thank them for being scentless. I love them. It does have a tap root and like dandelions it will come back if you don't get the whole root

Hi @Sunny Do, Thank you very much for sharing your photos and observation. I totally agree with you that the Osmanthus aurantiacus has very strong pleasing fragrance. Anyone who want to get one, right now is the best time to visit your local nurseries looking for them while they are flowering. (Osmanthus aurantiacus and other Autumn blooming varieties only bloom from late September to early November, but they have the strongest scent.) I imagine they would not stay on the shelves for long for such attractive smell. I would buy the ones which are flowering rather than those without flower. Many years ago, I bought my first young Osmanthus aurantiacus and other Autumn blooming varieties without any flower at the time. I waited for many years for them to mature to bloom. It was really a painful wait. But once the plants start blooming, they will bloom each year thereafter. Years of painful waiting memory will be forgotten. The Osmanthus aurantiacus took the longest wait.
