Ground cover

Can anyone suggest a good groundcover for rugosa hybrids? I used nepeta but it got completely out of hand and covered the whole bed. Well, I did put quite a few in to begin with. I find it's too low for me to be bending down trying to cut off those awful old bits. Now I've dug the lot out, although I know there'll be heaps that keep coming back but I'm not going to let it get away again. At least it kept the weeds down - there was just no room for weeds. Meanwhile I'd like a wellmannered ground cover that will spread a little, but keep to itself, look attractive, not be promiscuous and not require regular pruning. Too much to ask?
