most palms do well in pots even the bigger varieties, you can always pot them on when they become root bound but there are ways of keeping a palm in the particular size pot that you desire, also golden canes, macarthur palms and the chamadorae's do very well in pots. can't help with the hedge sorry!

My own experience has been that Murrayas can be trimmed to almost any height and width that you desire - I'm not aware of any root issues.

If you want a low hedge which wont cause problems, have you considered one of the Syzygium Australe cultivars such as 'Tiny Trev' ?

I think a lot of palms grow well in pots - if you want a smaller one try a 'parlor palm'. A murraya hedge can be kept low, but as artie says, there are lots of alternatives. Have you considered pink phyllanthus?
