I would respectfully disagree with that assessment. A tulip isn't built to navigate a 4ft deficit, that hole would be larger than the entirety of the plant. A Bird of Paradise at 15ft in height has a substantial rhizome and thick roots. You could completely remove the roots and the rhizome would produce more. The only limiting factor in planting depth is the level of nutrients available to the plant and the density/compaction of the soil. From what I've personally seen, the rhizome of a mature BoP may reach 2-4 feet deep from the soil line all on its own. By digging an appropriately wide hole, backfilling some uncompacted soil, and throwing in some compost, the rhizome would be fine with 1-3 feet of soil above it. As to whether or not you should replant it is something else. In my experience, BoP are a pain in the neck to dig up or propagate; they're mongrels to manage. Gaining an extra foot or two is simply delaying the inevitable: The plant is going to continue to grow. Without knowing your circumstances Diane4m, I would suggest either finding a new location for the plant or propagating a smaller one to start over.
