Moving Roses

I am set to move three roses from my garden all of which are climbers....They grew too much, there was no space and I want to put them in a sunny, full of space position. They are MME. Alfred Carriere, Angel face and Reine des Violettes. Now they grew quite a fair bit this year , also roses on them were a no show this year. I am yet to see any roses on MME Alfred Pereire, the others show a couple but nothing else ...but they were not such good looking cause they got yellow at times. I wasnt to cut right back and move.

When is the best time and what is the recommendation for doing that? I don't know what sort of procedure to follow so my rose will not die. Please help.

Also if you can tip me on watering regimen and food for roses...these yellow in the leaves must be something related to food? I am unsure.
