A very sick grapefruit

This tree has been in the ground about 6 years, but it's become quite debilitated. Maybe 5 foot high (it has been cut back before). It's in too much shade for a start, now, especially winter. I think one year I had about 30 fruit, this year I had two. It's absolutely riddled with gall-wasp, if I prune all that off there's be virtually nothing left. Is it worth doing this AND trying to move it in which case could I do it now, or should I just forget, give it the complete chop and start with a new plant elsewhere if and when the drought ever breaks?
