When's a good time to plant cuttings in Perth!?

I have several 2-6ft cuttings taken from my white and my pink frangipani trees in my backyard. I had planted them (without drying, straightaway) in full sun in a good bed against a fence and hoped (!) they would have grown roots by now. That was in March this year.

I recently pulled them up and saw that they had gotten soft and hollow at the ends. Its really wet at the moment and I was wanting to cut the ends off, dry them out and plant them again.

Should I wait till spring (Sept) or could I plant them in the garden in winter once they'd dried out? Would appreciate any advice as im a young novice gardener!
