A croton propagation question (or 2)

I'm aware that by way of air layering, a fairly large piece can be propagated. I'm fairly certain that my neighbour would have some objections to my putting 'blobs' of plastic-wrapped coco fibre all over her plants though.

So, my questions are, how large a cutting can realistically be taken, and expected to root, and I'm thinking that now that plants are beginning to shed their leaves, it probably isn't a good time to do it anyway - is that right?
