That's not Red Cedar but an unrelated East Asian tree, Koelreuteria elegans.

Although the leaflets are somewhat similar, the leaves are bipinnate, in contrast to the once-pinnate leaves of Red Cedar. And its flowers and fruits are very different.

Geez, now that I look at the pictures again, the leaflets aren't opposite, they alternate a little. That should have been a giveaway to begin with. Aren't all melias opposite?
