The apartment building is in Darmstadt Germany. It is called Waldspirale. The builder made these "hundertwasserhaeuser" in several cities.

On the link (sorry, in German) click on the dates at the left side. It shows pictures of when it was built.

It was started in September 1998 and finished in September 2000. You can also click on the words "zur nächsten Seite" and get to the next page. :)
