Question for those in Health Care

Let me describe something that happened yesterday.

As I posted in another thread, my husband had hernia surgery. When he was in recovery, in pain, his nurse went to get him pain meds. I was sitting near the cabinet where she went for the med. The cabinet had a metal box inside, with 2 locks on it. Understandable, since most heavy-duty pain meds are controlled, right? Well, the KEY was IN THE CABINET, ON THE SAME SHELF, RIGHT NEXT TO THE LOCKED CONTAINER.

Is that a normal procedure? Doesn't it sort of negate the whole, 'lock up the controlled meds' thing?
