Any idea how much this would cost/how to DIY?

Here is my current kitchen:

On the peninsula, my husband wants to put a breakfast bar. He wants the countertop to just extend out to form it, so one huge flat surface. I'm assuming since we are getting granite that support brackets of some sort will need to be placed to hold them up?

I would prefer a breakfast bar look where it would step up a level from the countertop and then go. This would allow me to run electrical though the pony wall and have electricity on that work area. As it is now, it is my main work area, but to make batter, use my ice cream maker, food processor, etc, I have to use one of the small workspaces on the other side of the kitchen. Does anyone have any idea how much it will cost to have a pony wall built and run electrical? I'm trying to keep our remodel under $9K. We have a family friend who may be able to do the electrical for a case of beer, but if that doesn't pan out...

Has anyone ever built onto existing cabinets like this before as a DIY project?

Oh-and only the far left cabinet is functional-the other 3 are just faces if that helps.
