small drawer worth considering?

I have a space next to my stove that needs to be filled. I do not have a matching lower cab small enough, but I DO have a matching upper cab that is 24". The height difference between my upper and lower cabs is 4.5". I thought, what if I bought/built a shallow drawer to sit under this cab. Can I buy that size of drawer? Is it worth building? Or by the time it's framed out will I have no usable space? Although, it's not next to any other cab/counter space so I could probably add an inch? It seems like a good place for the oversized cutting board my DH has that I can never fit anywhere. I guess it could be on top of the cab as well, but the drawer isn't going to match 100%, so under the cab would be better.

The other possibility is to take our 30" Ikea cab (the very max size I'd want to put there, but it's really a little too big and actually has a different purpose), buy nice doors and panels and create a hutch type thing there. But I already have that unused matching upper cab...
