I want to run a circuit or two out to the garage

I would like to run one or possibly two circuits out to the garage.

Where I have to come out from my house is above ground so my plan was to bring romex into the back of an outdoor box mounted on the outside of the house, and then use a piece of PVC to sleeve direct burial cable to the ground, then run the cable into the garage.

Is that OK to do? If so, how do I enter the garage, use a piece of PVC to sleeve thru the block foundation? What if I find it best to enter the garage thru the wall, should I do the same thing I did on the house and run a piece of PVC up to a box?

Also, can I run a MWBC so I have two circuits? Or am I only allowed one circuit? I'd like to avoid setting up a subpanel and doing the ground rod thing, this is just for some lights and battery chargers. I figure I could run a 12-3 if permissible, but that's plenty.

I'll be going over the details with my inspector (he is VERY approachable and helpful) but I want to have a plan of action before bothering him.
