Insetting cabinet hinges

I am rehanging kitchen cabinet doors. They are 3/8" partial inset doors that were on standard hinges. I have wrap-around hinges that I really like that I am replacing the old hinges with. But with the wrap around and new paint, there is not enough clearance for the door to fully close. Tried filing off the paint before screwing the hinges to the cabinet frame, which helped, but not enough. What would be the best way to make a recess in the frame for the hinges? I do have a dremel, but not sure if it is the right tool
