I need to glue the plastic base of my water filter candle back on, so the glue needs to be non-toxic even when submerged permanently and adhere plastic to ceramic. Which wonder glue can do all of this? Thanks for any replies.

The picture was just of the bug, not meant to show the damage. I haven't taken a photo of the damage, but I can describe it. I come to the bed to find the blooms cut off at the stems, right around the leaves. Sometimes the blooms are laying on the ground next to the plant, sometimes they are gone. Ironically, the critter is cutting down the blooms about where I would guess I would deadhead, although premature.
