Caulking exterior around windows

DH and I are moved into our new home. It is brick exterior and has a small roof overhang. During heavy rains and my recent watering of our newly seeded yard, we have gotten some water in the basement pretty much in the same location. DH and our concrete guy were able to look and see that the water was coming from (or appears to be) on top of the concrete pour, so they figure it is coming from where the windows are. The concrete guy suggested that we caulk the exterior around the windows. Sorry to be ingnorant, should this have already been done by the framer that installed the windows? Is caulking standard procedure? Let me know what your advice would be on the procedure to DIY. Should I get a clear silicone type? Calling our framer is pretty much out of the question, we don't really want to have to deal with him anymore.
