Question re retrofit with vinyl over aluminum frame

We are going to replace 13 windows in our home near Sacramento California. We are trying to decide if we should "refit" (completly removed the aluminum windows including the frame) or "retrofit" (leave the aluminum frame in and insert vinyl windows) We have one layer stucco on 3/4 of the house, the remaining 1/4 is wood siding. My husband would prefer to "refit" because he is concerned that if the aluminum frame is left in, the alumninum could "sweat", causing mildew and eventually, dry rot. The labor costs for "refit" double the cost of this project. Any one have any advise about "refit" vs. "retrofit"? Also, one of the contractors has recommended the Milgard Tuscany line of vinyl. I have heard good and bad about Mildgard windows. Any advice? We are also considering Marvin Integrity windows. Thanks in advance.
