Two 3 way switches, two lights already wired

This is an existing installation in my garage that the second 3 way switch never worked in. It has to be in one position for the other switch to work at all. So I've been fooling around, replacing switches, trying to figure out what's wrong. Here's the existing wiring setup:

The switch that works, by the house, we'll call Switch #1: it has a single cable: Black/White/Red.

Then, is the first ceiling light box, Light #1, with two cables coming into it: Black/White/Red, and Black/White.

Continuing across the ceiling, Light # 2: three cables: Black/White/Red, Black/White, Black/White.

Far side of the garage: Switch #2: Black/White/Red, Black/White. I've changed some of these connections around, and in switch # 1.

I've been studying different wiring diagrams for these types of circuits on the web, and can't really make any progress, mainly because the wires are drywalled over, and I can't tell where the two different Black/White cables in the Light #2 box go, for instance.

Any ideas or suggestions?
