Exterior window shutters-size decision help?

Though we plan some exterior work down the road, we're stuck with the siding as is for now. The house needs some exterior pizzaz(lots). The house is your typical 1970's two story,with yellowish-tan Dutch lap vinyl on the upper, brick on the lower. The problem is the upper windows: three sets of double hung windows, each set 6'Wx4'H.

Last year I took down the ''decorative'' black shutters that, at 12'' wide, looked ridiculous. The windows have only a thin strip of white vinyl around them, so there's no real decorative value there.

I'm making window boxes to dress them up, but I'd also like to make some board and batten shutters;but the question is, how wide. To look functional, they'd need to be 3'W, but that would look silly I suspect, just as clumsy as the old 12''W. Any ideas?
