When getting a replacement, is it mandatory to use shims? If not, why?
What material is recommended as shims?

Are you talking about insert type replacement or replacing new construction windows with new construction windows?

Regular replacement , no flange.

But my window looks like the following picture, with the exterior lip as well. Of course the window is so high, that it wont sit like in the picture, and if I stack it higher at the outboard spot, the tilt will be wrong. The interior sill is old chestnut and likely not good for supporting a lot of weight... And on top it is jut a vinyl window that I cant drill into (its a second story install and opening the window is not a not a big deal, so Im not as concerned about the upper security, as I can cut a piece of wood to fit that. But how do I best deal with the mass of the AC on the lower frame of the vinyl window, so it is secured as to not damage the window frame, and ensure that the AC is suitably installed? Thanks very much for your insight and advice!!!

If I'm understanding you correctly, I assume your new windows were installed inside of the old window frames, what we call an insert window. Depending on what model window you purchased depends on the insert frames thickness. One of Pellas biggest downfalls in the vinyl Thermastar replacement windows is they don't have a complete system to their windows. The double & single hung come at the 3 1/4" frame thickness we're used to. The casement comes with fins you have to cut off and a 2-1/2" frame thickness with the slider coming with a built on "J Bead" and fins. Nothing consistent in any way. The protrusion of the window can go either way. It depends on where the installer wants it to go to. Sound's like the installer will move the stops in to accommodate your requests. Thats good!!

Sounds too cheap to me. Two high quality casement windows alone will probably be $1,000 to 1,200.00 plus other materials and a solid day and a half for two guys and other materials. What brand window is he installing? What type "contractor" is he? Licensed and insured?

Vinyl siding installation questions.

Well, looking at what I can see, it looks like the siding stops right at the top of the cement part of the foundation all around the house. . In the front of the house there is about 4 inches between the siding and the ground, so I think that is ok given the existing slope of the ground. On the driveway side the block of the foundation is at the same height of the cement and the siding ends right where the block ends, there is no way to put space between the cement of the driveway and the top.of the foundation block. The other side of the house, where the contractor put the siding below grade, it looks like the cement part of the foundation is currently below grade. So not sure what we need to do. I'm not sure we can re -grade that side to slope away from the house. The building inspector is going to look at the siding when he comes out to approve the permits for the windows, so we'll see what he has to say about what has been done and hopefully tell us what we need to do. I appreciate all the input from everyone here because it helped me understand what I need to look for.

Shims are required only where necessary to insure the insert unit is plumb, level and square (for proper operation and weather tightness). For years shims were only available in wood (wood shingles normally). In recent years plastic and or composites have been used and either is fine.

+1. The use of shims is going to vary from window to window. MWM is right on... It also depends on how tight the window fits, use of spray foam or not, how many fasteners, jamb jacks, etc etc. Not really a hard rule one way or the other.

Most windows have built in adjusters that almost eliminate the need for shims?

Depends on how many jamb jacks and how out of square the existing window frame maybe and where it may be out of square. Shims may still be necessary.

You can see the jamb jack here in the center of the window.

It is a small screw that is accessible from the jamb (i.e. glide path of the sash side) for adjustment to adjust the tightness of the window.
