stimulus plan tax credit for window upgrade

In researching what would be the most efficient windows to buy to replace my drafty old ones I found this website to be very informative. http://www.efficientwindows.org/selection.cfm.

What my climate calls for are a lower U-value (indicating better insulating) and a higher solar heat gain coefficient, SHGC, to allow the sun to help with heating. Then the notice came up on my efficient window search of the tax credit. It specifies that the replacement windows must have a U-value of .30 or less which is appropriate, and a SHGC of .30 or less which generally is not appropriate in a climate where much more energy is used for heating than for cooling. This plan is supposed to reduce energy consumption and greenhouse gas emissions but if you live in a colder climate will only reward you if you buy less efficient windows than you should and not reduce energy consumption and greenhouse gas production like you could. I wrote my congresspeople that I'll wait to upgrade until they fix this.
