Decision Making

At what age are children old enough to be responsible for making their own decisions? My 17-year-old SS has never called his father before just to say hi or to see how he's doing. DH has always been the one calling him. DH has even told his SS to call him and has bought him a cell phone. SS did not call DH when DH's parents died just to see how DH is doing. Furthermore, DH and I just had a baby last year and SS still has never called us to ask about his baby half-brother! Everytime when we mention this to DH's family, they always say that SS is just a kid and that he's just influenced by his mom. However, he is 17, we believe he is old enough to know some common courtesy and be responsible enough to make his own decision as to whether or not he should call dad. Just wanted to know what you all think...thanks.
