Drywall joint compound bubbling, help!

Hi,

I just removed wallpaper from my foyer and had to do some joint compound repair work. One area on the drywall was ripped and brown paper was showing. Not knowing any better I used the joint compound directly over this and now it's bubbling! It's not a very large area, only about 2 inches by 4 inches, but I'm not sure what I should do. I thought about using a razor blade to try to remove the bubbling area and then maybe try to tape the area and then mud, but before doing that I thought I'd ask for help from someone who knows what they are doing. Any and all pointers will be greatly appreciated.
