Insulating under flat roof

My family and I live in a 2-flat building in Chicago. We recently had our

flat roof repaired. When we were receiving estimates, some contractors mentioned there being a crawl space above the 2nd floor ceiling, and beneath the roof. Given that prices for natural gas are predicted to rise 40% or more this winter, we've been interested in beefing up the insulation in this crawl space.

Trouble is, we have no idea how to access this crawl space, which leaves us to wonder whether it exists at all.

It's a brick building, built in 1916. Does anyone have experience with insulating buildings like these? Any ideas will be appreciated.
