Well, well, well. I finally called the corporate headquarters--1-513-762-4000--and followed the advice on the page: https://www.headquartersinfo.com/kroger-headquarters-information/ to get the switchboard operator. I briefly explained my problem, got an executive who was able to see that I'd shopped regularly for years. We spoke for awhile while she looked at my shopping history and use of the Kroger plaza gas station, and while she thought it might be too late for me to get the coupons for March, she would look into the issue and phone me when she had some answers and some way to straighten out the issue.

I got this in my email this evening as a previous Samsung frame TV buyer. I thought I would share it in case anyone was interested. TBH you probably can get one without the coupon at the website but here it is just in case this is a better deal.

Wrong place to ask and usually when there is a coupon offered there is a place on the order to use it.
