what is the consequence of not having a final inspection

I have a long sob story. My kitchen remodeling was done in Dec. 2005, and I was able to get the plumbing, heating and structure inspection done. My electrical contractor skipped town, and I had not been able to get the city inspector to come, because the city inspector said I had to have a liscenced, registered eelctrical contractor to call in. Now, with the passage of time, my general contractor has also disappeared. Therefore, I am missing the final electrical inspection. What is the consequence of not having such an inspection? Would it be a problem when I try to sell the house? Would it be possible to hire another electrical contractor to back up the work (even though he did not do it). Help! Thanks for your input.
