Help with old plaster walls, please!!

Can anyone give me some advice on what to do with these walls in our guest room? The house is an 1880's Victorian farmhouse in upstate, NY...the walls are in decent condition, I think, for something this old, but what do I do with them now? 5 or 6 layers of wallpaper were removed (by yours truly!) with a steamer and here's what's left. The white areas are buttery smooth and the gray areas are sort of gravely crumbly--those are the areas I'm worried about.

Do I patch? Skimcoat? What products do I use? How do I start this whole process? Tools? Materials? Any advice would be greatly appreciated--I'm at my wits end here! I've called two places and they said for a 14X13 room, it would be over $1500, which is out of our budget right now (although tempting, let me tell you!).
