Help! Started my reno & need more money, suggestions please!!

In september we bought a home that was in original 1950's condition. The home had an extension that had no CofO and so we were unable to get a traditional mortgage and thus had to put down 45% to get a mortgage directly from a broker. We were advised that we could then take out a home equity line of credit and applied for it before we broke ground. We had a very long process at TD bank and were rejected due to an oversight even though they told us it was approved beforehand. We broke ground and completely gutted the house 2 weeks before we got the rejection. Now TD is willing to grant us the loan but since we are under construction they cannot do an appraisal and thus rejected us again. We have half the money for the reno but need a loan until we can refi after completion. Does anyone know what my options are? I can't seem to get an answer from TD bank and it has been 5 months of hell dealing with them. Thank you!!
