Rod Placement - Double story window?

We finally found the fabric that we are going to use for window treatment in my son's townhouse.

The windows are double story, see link. The fireplace is so close to the inside of the windows that we decided to have one panel on the outside of each window. The panels will be stationary.

My question: The rod's!

Do the rods need to cover the entire window? Or, can we have a short one the length of the panel?

Second question? How thick must the rod be?

I am thinking because of the weight of the fabric and to keep the curtain in balance the rod should be thicker.

Last question!

Because this is my sons place ... would you recommend a valance?

We are considering a simple room, and have a unique art display that will be above the fireplace.
