help..problems with wallpaper removal

I started removing the wallpaper in our kitchen..DIF didn't work so I rented a steamer. What we have discovered is that the brown backing to the sheet rock is coming off as previous owners slapped up wallpaper on top of the sheet rock without primer or anything. I haulted the removal of the wallpaper because I am not sure what to do about it. Don't want to replace sheet rock so should I continue removing the wallpaper to the best of my ability and have to mud the entire walls in order to paint them?
