Curing Concrete in Cold Weather

A contractor poured footings and a foundation wall (30 inches deep) and a 4 inch thick slab for an addition last Thursday (January28) afternoon about 4PM. He did not cover it.

Friday morning, temperatures were in low 20s. Temperature has stayed in low 20s and as low as 18 since then. Will this pour be OK? How do I know it has the correct strength and will not crack? The contractor says he will start framing on Monday (February 1).

What is my recourse. Can I get it tested. Call the County building inspectors? or will this be sufficient for a one-story addition for a kitchen.
