Are 203K Construction Loans Easy To Get?

One of the houses I am interested in buying needs a lot of work. I'm not getting a mortgage so no problem with that. But the seller has put the pressure on and told me, of course I don't know if it's true or not, that after a year on the market, someone else is making an offer. She said it's some strong builder guy who has been approved for a "203K construction loan." We were going to offer less money than she says he offered. Do you think this guy is serious competition I have to worry about? If he's real, how easy will it be for him to get this loan?

Nobody can answer these questions for you - all they could do is speculate. There may or may not be another offer - who knows? The other offer may or may not be able to get financing, who knows?

Your only real option is to make a fair market offer on the place and let the chips fall where they may. If the seller is so out of touch that they don't understand the value of a cash offer, there isn't a lot you can do about that.

Okay thanks Billl. You're right--a cash offer is valuable no matter what kind of loan the other offer includes. It's still a loan and we're cash.

HoosierBred, I will let you know we just went through this entire process about 2 months ago, but we are located in Central Ohio. We went through First Federal of Lakewood, but I think they only service Ohio. It looks like you are going with local banks which from what we have learned is the best route because they offer the most competative rates! Our bank is giving us 1 year to complete our build, we closed on the loan on the 23rd of December. We ended up with a rate of 3.39% and that is during the build and will be our final rate after the home is complete. We wanted to get out of PMI with 10% down so they broke our loan into 2- which is 80/10 thats saving us 300 dollars a month on PMI. With our bank we did have to have a purchase agreement signed and the builder was involved with the financing because they had to have the floor plans and costs and upgrades so they could do a paper appraisal (this was a one time close.) The appraiser actually went to our builders model to see the finishes and the quality of build and our appraisal came in 57k over what we are paying for the home including land. Now also what I have found out is many places charge a higher interest rate during the build sometimes 5-6% because you are paying interest only during the build, and then will lock you in at what ever the current rate is at the completion of the home. I do suggest taking a look at many places and finding out how their programs are structured and then once you find one that works best for you then doing the application! We did look into farm credit, but their rates were higher thank FFL, and they required 20-30% down with a back end DTI of 36% and with our current car leases we were 3% away from that mark. As well we had 20-30% down but we wanted to set asside a bubble for overages and we are also wanting to put an inground pool in and didn't want to finance that portion because a pool really doesn't add much value, other than pleasure. They can't Slow down in the Louisiana area.. because if you do you will be back in Tornado/Hurricane season again. When one of those hits the price of the Building Materials in the AFTERMATH usually shoots up 10-20% at the local retailers for materials. I know the feeling about the loans... I used a credit union & got a Home Equity loan for my build at 6.75 % because they don't issue Construction Loans. It was a Owner Build house with Architect Assistance from my uncle who is Licensed in Virginia. The house turned out great & now I am getting a Refi for a 4.5% 15 year Note to pay off the loan & pay off my CC for items necessary to the build but not counted during the construction. Trust me..whatever your budget is ADD 20%-25% to the Cost!You will not get the same discounts that the Builder's gets. The Inspectors will cite all kinds of arcane CODE stipulations that MUST be fixed BEFORE you can proceed to the next step. Plus some of these contractors have 1 price for YOU to do your job (generally MORE) then what they will charge builder Bob to do the job. Your only building one house; builder Bob may be building 10, 20 or more... Now with my appraisal I did go up in Value but because rates in my area have depressed its not as worth as much as the "actual Cash" we have put into this project! However this is a 'permanent investment' for us (and possibly our parents) ; we thought about this home long and hard & plan on being here the rest of our lives. This is not a 'flipper' for us.. In the end we did get enough Value to exceed the equivalent of a 35% DP on our Final Appraised value once the improvements were made. But we told our Credit Union about the Cash reserves we had to make the loan work from the beginning..and we put off doing certain things like putting the Steam room/ Steam door in.A Tiled Shower will get you past your final inspection. All Paint & Trim work was done after the final inspection too. We learned a lot about building from this experience and we got a lot of sweat equity from doing things ourselves!

Well after really looking over things last night, we are in need of about 25k. We already discussed doing what we can on our own with our GC, and he understands. The remodeling became necessary when first builder took my roof off and never came back to finish the work leaving a tarp on our home through the horrible winter that we had. So what was supposed to be left alone couldn't be, and ended up being a whole house remodel after all of the precipitation entered our home. Fast forward to today, we are at the drywall stage and nearing the end of our project. Wow! All of the teachers were fired. Why? That's horrible. We are the only elementary school in the district and the largest elem. school in NJ. This is the only public school the children in our township can go to. We have one middle school also, they are just very large. I do not take it for granted and anything can happen...we've learned that the hard way. I bidded the job to 6 general contractors and chose this one based on recommendation and workmanship. He has been extremely understanding through this whole matter. I guess this will be figured out in the next couple of weeks. It sounds like borrowing from the bank is best. Let's hope they let me borrow it.

An FHA 203K Streamline only goes up to $35,000, a regular FHA 203K can go much higher. But your comment that it was no bargain means what? Any loan is going to look at the after-improved value to see if the repairs/renovations are worth doing, as compared to similar house values nearby. There are other contruction loans, plus Home Improvement loans that are second mortgages. You need to gather your cost estimates and sit down with someone who can look at all the options with you. You will need to be able to carry/afford all the mortgages at the same time.

"It's still a loan and we're cash."

To the seller it makes relatively little difference.

You can purchase without a financing contingency, the other guy likely cannot.

You may be able to get to settlement faster, with less risk of the deal falling apart for financing.

The seller walks away with cash, no matter what the buyer's source is.

If you want the house make an offer, preferably with a 24 hours expiration (no sense in letting the seller shop the offer).

As someone who recently sold a house to a cash buyer and bought a house as a cash buyer I do think that in today's market being a cash buyer is a plus. We were told that on the house we bought that our offer was less than that of someone else and ours was accepted because we were cash buyers. It just takes a lot of uncertainty out of the mix as a seller. I think a prudent seller would normally prefer the cash buyer to avoid the financing contingency.

That said -- it certainly may depend on how much difference there is between the two offers and how much the seller is willing to risk.

Not having financing and appraisal contingencies is a plus in ANY market.

S an investor I have purchased multiple properties with what appears as cash offers since I do not have the contingencies, despite actually having a mortgage.

When you put 30% to40% down and have a good mortgage broker the risk of not getting a loan is rather small.

I could actually cover the price if I wanted anyway.

Hmmm.. Is the "builder guy" planning on making this his primary residence. If he's not then somebody is fibbing.

Can an investor use the 203(k) program?

No. In October, 1996, the Department placed a moratorium on investor participation in the 203(k) Rehabilitation Mortgage Program.

Oh Barb, I don't know if this builder guy is going to use it as his primary residence. I didn't think to ask. I guess there's nothing I can do anyway. I'm going to see it again and we'll see what happens. Thanks!

203k loans are not hard to get, they just take a little longer to close because there are a few more inspections and alot more paperwork. I have a buyer going thru one now and it looks like it will take about 2 weeks longer than a conventional closing.

Just the fact that the owner said he is getting a 203k construction loan leads me to believe there is another interested party. (Most homeowners don't know different types of loans like that). A cash offer is always more appealing, but most sellers won't take a significantly lower offer just because its cash. In the end, the net is the same to the seller.

I tell my buyers who find themselves in a multiple offer situation this... "There are several players in this game now. By this time tomorrow, there will be multiple losers and only one winner. If you truly want to wake up tomorrow being the winner, then make it happen. If it is not that big a deal to you either way, then keep your offer where it is. Do not try to second guess the other buyers.

203k loans are not that difficult to obtain. But the "builder guy" has to buy the property as his owner occupied residence. He may be trying to do the work on his own as well which is allowed by some 203k lenders. They give him the funds to fix it, he does the fix its himself.
