Certainly there is pre-wiring that you can do and you'd be wise to do so. First you'll need to figure out what type of lighting to employ as the type of cable varies depending on weather you need line voltage or low voltage.

Many people are using LED lighting. It's low voltage, produces almost no heat and is very energy efficient. It's what we used for the undercabinet setup in our recent renovation.

Have the wiring and electrical put into place now and
later when you have the funds you can buy lights
and have them put in.

We almost didn't get under cabinet lighting due to cost. But we found online good quality xenon 32" under cabinet strip lights for about $65 dollars each. It didn't take long for our electrician to install them so labor shouldn't be too expensive. We LOVE them. The counter space is so much more functional with direct task lighting, the counter tops look lovely beneath them, and they create a lovely ambiance all their own in the evening when the main lights are off. Undoubtedly one of my favorite parts of our kitchen remodel.
