That's what associations are for. You have to abide by the same rules and everyone that bought into the area knows what is expected. Turn it over to the association and get your view back. That's what you paid for when you bought your house.

As a homeowner who also is on the board of my homeowners association, I would not send an anonymous E-mail (We put no weight into a letter/e-mail that someone does not have the conviction to sign).
Have you tried talking to this neighbor and seeing what his timeftrame is for moving the offending vehicles?
If he refuses to move them, then I would go to the HOA board.
I would send a certified letter to the HOA, along with any backup (pictures, dates, etc) and also a copy or reference to the deed restrictions/bylaws that your HOA has in place.
If after a reasonable timeframe(usually 1 month, or after the next board meeting), follow up with the HOA board to see what has/will be done about this violation.
The board has a fudiciary duty to all homeowners to uphold and ENFORCE the deed restrictions/bylaws. The HOA, if they already do not have legal councel, may need to look into getting legal representation, especially yours being a new community.
Trust me when I say that this type of behavior must be addressed immediately, or it will snowball into much bigger problems that will be harder to enforce later.
If this doesn't work, maybe city/county code enforcement may be able to assist in this-I know we have used the city as the "heavy" when code violations have shown up in our community-that way there are no hard feelings between neighbors.

I'd be inclined to call the Code Enforcement folks if the conservation property is not controlled by the HOA. The HOA can't enforce anything on property they don't control.

And, there is no such thing as a truly "anonymous e-mail."

I would walk over there and ask them to move it. I had a house where there was a HOA. Two retired guys with a golf cart rode around the neighborhood enforcing rules I never even saw in the charter....lol
I thought they were cute until they informed me my tree was inside the 5ft from sidewalk rule. It was 59" as I recall. This was pre-email. So you got a international orange leaflet in your mailbox.
Somebody turned them in for running an unlicenced vehical on city streets......wink......and I got divorced and moved. The tree is still there.

In your first post, the renters said it would only be a few days....but then you later said the vehicle and boat were up on blocks. That's clearly intended for them to be there more than just a few days!

Any chance you knew the actual owners of the property? Perhaps a contact with them to let THEM tell the renters to move their property would be the way to go.

Otherwise, try to nicely approach your neighbors with a copy of the restrictions that pertains to this situation. They're renters, after all, and typically renters are NOT informed of all the specific do's and don'ts of a community. Once they see the restriction in writing and if you have a little luck, they may be more than willing to come into compliance.

If that fails, I agree with lindsey that your HOA may not be able to help you since the area may not be under their control. You may have to make a call to City Hall.
