IPE sub rail - use half of a ripped 2x6

Hey guys. I started building my 16x24 IPE deck last summer with the help of this board. I just got to complete the decking and stairs this week. I know - I took a break for the winter and we had a kid as well. Lots of things to do with a new baby - none of them deck related.

Anyway, I'm back on the job and its time to buy the sub rail components. My local lumber yard only stocks ipe in 2x6s. I also plan on using 26" deckorator classic balusters with their connectors and 1x6 for a top rail.

I am debating if I can rip a 2x6 into two 2x3s and use that as a sub rail. I am sure that the 2x3 would be strong enough, but I would also have to add 1" to the total size to meet code for height and max gaps if I stand the sub rails up long way - 1.5" if I lay it down.

I can't spare the cash to rip the 2x6 down to 2x4 and waste it.

Anyone have an opinion? A creative idea to solve this problem that I haven't thought of?

Also, anyone know if East Teak has a min order?
