deck advice needed: new flooring over existing?

Hi all -

I've got the deck project from h###...

Our house that we moved into 3 years ago (Fargo, ND) had 850 sq. ft. of 20-year-old structurally OK stained redwood deck. Large (over 500 ft**2) center section is off sunken living room. The two outer sections are a foot higher. Big as it was, we realized that at least 90% or our deck time was spent on the "kitchen" section (25 X 10) that went out only 9 usable feet because of a built-in bench. Also, restaining with the opague stuff was way too frequent and unsatisfying.

So we replaced the kitchen section. I used cedar that needs now only to be Wolman cleaned and TWP'd. The new part is 28 X 16 and we're really enjoying it.

We want to replace the other parts keeping the same dimensions--mostly for cosmetic reasons. Time is a big factor... Cost is a big factor (The 28 X 16 cost about 3K all told)...

I would like to replace the other (100 sq ft.) upper section, and I'd like (gasp!) to just resurface the big low center section. Unfortunately, the existing joists are 24 inches apart, and I need them 16 inches to support the 5/4 inch cedar. I'd like to put the new cedar flooring right over top of the existing 2X6 redwood. But of course water drainage is an issue. The existing floorboards are spaced about 1/4 inch.

What about this plan?

Rip some p/t 2X4's to make 2X2's. Screw then 16" on center to the existing floor boards. Install 5/4 inch cedar boards on top of those. This would raise the flooring by about 2.5 inches, but that is just fine.
